If anything, your ISP is the one who should change abuse-policy. "Blacklists" are kept for a good while, and if you're one of those that doesnt do jack, I'd recommend you to get a shell somewhere, with a static host.

irc.homelien.no (50), efnet.aixit.de (50), irc.csbnet.se (50), irc.efnet.pl (90) All of these european servers allows 30+ channels, and i know alot US-servers also allows 30+ channels. also, nicks dont get banned, its prolly the ident. I noticed today, that some servers actually supports part-msgs, is this a new feature? I mean, will we see this on all server from now on? or is this just something that should be disabled or something like that..
