Excessive Join-Part flooding due to Max SendQ Exceeded

What are we to do about excessive: Quit (Max SendQ exceeded) flooding. I was in #ebay and this guy hDy kept joining and quiting due to (Max SendQ exceeded)\.
Every minute: * hDy (hdy@sheep.get.me.all.sexually.excited.ws) Quit (Max SendQ exceeded.
Is there nothing opers or servers can do about this? Isn't that considered flooding (it went on for over an hour) if you read the logs heh. I even have a log if you need proof. Please comment on this....Thanks

His client got logged out, and it was trying to rejoin too many channels at once. Considering that most servers raised their Max SendQs a while ago, he must have been trying a LOT of channels.

No way to ban him? You can always /ignore *@* crap.
