EFnet does not provide bot services. You will have to install your own, beginning with learning *nix operating system.

I didn't think bots were allowed.

Most servers permit well-behaved [ro]bots --the "ro" is silent. A few do not. Check the MOTDs on each server to find out which do not permit bots and make sure your bot never connects to those servers. You are responsible for the activity of your bot.

While some bots run under Windows, and even mIRC, they are rarely used. Since most bots run on one of the various flavors of unix, you should have a good working knowledge of that operating system. Also, most bots use the eggdrop program. #egghelp is one channel for advice.
